Program Scope


This document takes the basic concepts determined by a set of three workshops held in early 2007, sponsored by Anew NZ, Statistics NZ and the NZ Ministry of Social Development, in which an ‘effective consensus’ was drawn from 85 cross sector leaders in wellbeing and sustainability on creating a comprehensive integrated set of progress indicators for New Zealand.  This program development has been provisionally called "What Matters Most to New Zealanders".  The Canadian Index of Wellbeing has been a stimulus in this development.  (See Origins / Mandate)


This “scoping document” is designed to be a starting point for further stakeholder feedback and discussion to shape an evolving program and to facilitate forward action toward the strategic goals – and ultimately lead to a funded long term program.  It is not a statement about a final program plan, as it is a collaborative initiative that will evolve over considerable time.   


All of the fundamental concepts have emerged from these earlier workshops, except that of a think tank to assist an analysis of the indicators and full cost accounting associated with the development of a set of genuine progress indicators.  These have been introduced through the program steering committee.
